$60 is perfect for a 3.x license to 4.x license upgrade for forum only, when I consider my license only had the forums to begin with, I never needed blogs or projects. :|

Yes, make it act as a forum, but don't allow posting within it. (Set Forum is Open to no, and the child forums to yes, and the child forums will allow posting, but not the root subcategory)...
