3.6.0 where is the option to disable plugins? i dont see it in config.php

Im not sure what is going on but suddenly on one sub-forum only i now get the following error:

I just installed the chinese language and it overwrote my english language even though i had create new language ticked...

On external RSS feeds, it add's

&goto=newpost

to all thread links, i just want the thread link's not goto the new post... how do i remove this?

Is there no way u can tell me exactly which file maybe causing the problem, coz i installed one hack that was a headache... i want to avoid installing it again.

I uploaded a sig image and got the following error on all pages that show the sig:

I dont have admincp access, i get errors, don't use ssh either, i have e-mailed my host to find out... still uploading, will give progress soon, thanks for your help on this, i certainly need it!
