Image resizing before storing - possible?

Hi All,
with our VBB v4.2, is there a way to allow users to upload large images as attachments, then have them resize as part of the upload/storage process?
We want for users to be able to...

The only thing I can see there that might do the job is the 'Content / Non Content' option.
Can someone tell me if a search page is considered content or not please?...

We'd like to display a simple banner image below the navbar on search and new posts pages (they're the same page right?)

Users reporting that they can't search for their own threads from their profile pages. Getting the message "Sorry - no matches"
