Why does styling take SOOOOOOOOOOOOOOOOO long?!

Why does it take SOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO long for my damn styles to save?! I'm paying...

1) Yes, my ModRewrite Engine is on.

2) Yes, I'm able to open AdminCP, but pretty much nothing else displays properly in v5.x.

3) I wasn't sure where to look.... I will look into...
