Question about registration on forum after purchase of mobile app

I sort of asked this in previous threads but here is my main question: If someone purchases the mobile app, can they then register themselves on the main web forum via the app and start using the forum?...

So if someone buys the app, then I can grant them permission to bypass the paid subscription and grant them free access to the web. If someone just buys the web, then they can choose to buy the mobile...

I received an email directly from vbulletin d'marco who said that I as admin can permit or deny anyone on the web site so I guess if they have not paid I can deny access
