Blank Screen - Admin Panel

When I'm in the admin panel, and go to edit a styles Main CSS, when I go to Save, all it loads is a blank white page. It doesn't save the changes I made.

This is a fresh vBulletin, no mods/hacks....

This is for the forumhome. I'd like it to change the it's format but can't figure it out. Default reads it as Last Post | Threads | Posts. How can I change it to Posts | Threads | Last Post?

I have my forum in /forums/.. I'd like to move it to my root folder.. What file(s) will I have to edit so it'll all work 100% correct for the move.
