Just been through the same thing,
After i set a member as a admin, I then had to go to AdminCP / Admin Permissions , From there you will see the member, i noticed when viewing their permissions...

I use Access Masks a lot on our VB4 forum, It is so simple to then give and deny access to private sections, and also if members asked not to view certain topics.....
