Forum restrict perms no longer work

I was hacked by the Inonesian hackers a few days ago and restored all back but when i click on my help icon in the admin interface i get the screen shot attached

I don't want to mess this upload up so I am trying to follow the directions to a T. The directions state the company name will appear at the top.

I had a forum member promote a thread to an article. I want to find out who, as the article they promoted was of another members son who just passed and they did it to be nasty to push it in the face...

I opened a ticket and they said the issue was with paypal. As far as a fix goes if anyone else runs into this these are the settings I enabled to get it to work again. I have no idea why they changed...

I did a fresh install of my forum a few months ago and everything with respect to the move is ok except this one bug. The path to the post icon

where do you get that at? It isnt in the install directory

Allright I got it from the members area, but it won't run it says I am already at 4.03 and no option to run it then??
