LOL You could just change his password in the admincp, and not tell him the new one. Then he'd have to re-set it!
That would at least verify access to the appropriate email address.

You can go in through the forum manager, and there's an option "Forum is open". It says if you turn that to no, no new posts will be allowed. Maybe that's close enough to what you want?

In the usergroup manager, you can set a password expiry. After x many days, everyone must reset their password.

In the Vbulletin Options---> User Registration Options, you can turn off new registrations.
For your other question, if the forum is closed only admins can see it, is that what you want?

If the child style has an original element that will change with a parent change.
Say you changed the colors, but left the header alone, the header will change with the parent, but a color change...
