Will vBulletin work for this..?

I'm looking into purchasing vBulletin Cloud but I wanted to make sure what it will work how I need it to:

Hey, I have a question about vBulletin. Is it possible to have it setup to users have to pay a fee (say $50) to register and gain access to the forums?
