I'm running into this error while running the upgrade.php. I'm guessing this has something to do with the location or permissions of the attachment files... I checked both and they seem to be correct...

We ended up solving the problem on our site by reducing the number of cookies we're using. Between vBulletin, VBSEO, Google Analytics, advertisers, etc we were generating more cookies for our domain...
