It's at posthistory.php?p=PIDHERE, but that's a little crude. If you look at the bottom of the post, it should say "Last edited by..." That information is actually a link to the history of...

You also have to make the desired usergroups able to be joined, which is done in the AdminCP.

I assume you're using PHP 5.4.x, which vBulletin isn't certified for, hence, the errors. You can disable error-reporting in php.ini.
