It's at posthistory.php?p=PIDHERE, but that's a little crude. If you look at the bottom of the post, it should say "Last edited by..." That information is actually a link to the history of...

After you create a rank in the AdminCP and save it, does the image show up in the User Rank Manager?

As far as number one goes, I am going to go out on a limb and ask what your PHP-setting is for timezone. (Can be found in php.ini.)

That page is going to be located on your site here: profile.php?do=editusergroups

You also have to make the desired usergroups able to be joined, which is done in the AdminCP.

I assume you're using PHP 5.4.x, which vBulletin isn't certified for, hence, the errors. You can disable error-reporting in php.ini.
