Non VB - simplest way to have a user register before accessing a webpage

I was making some revisions to the Common Templates and after the first revision further changes are not registering.

I get the message that the changes have been registered but the CP...

We managed to ban a user on our forum for posting an April fool that we confused for advertising!

He got us ... now that I think about it, I don't think anyone's actually reinstated him...
