I just updated a forum from 3.8.x to 5 beta 25 and the default template doesn't load until you login. Any ideas what might cause this?

Upgraded a site from 3.8 and right now it is stuck on Step 10 of beta 24 update. No error messages, no errors in the logs, after about 45 minutes no activity. Anyone else have this issue?

In the admincp if a user is COPPA there is a flag with a Yes|No radio button option. I haven't been able to figure out where that is in the database in the user table. Any suggestions or help?
