It is under CMS permissions, not attachments. I can uncheck the box to download CMS attachments and break the display for the unregistered (or any other group) every time. Sorry........

You must do it for each section that is defined within the CMS. The Sections are displayed at the bottom of the CMS Permissions page.

Also, as a FYI, I registered at your sight. I am halfway...

VBulletin CMS > Permissions > Unregistered / Not Logged In > Can Download Attachments = Yes (checked)

I can see the borders. I am running Win 7, using IE8 browser with compatibility mode enabled or disabled. It looks the same as it does viewing with Firefox 3.6.18.

It is on the main forum page in the upper right corner. You must be logged into the forum to see it as they are the settings for the individual user.
