ImpEx weirdness

I'm trying to import from a PHPBB board into vBulletin using the ImpEx tool. Everything is installed and configured (seemingly) correctly to do this but I get:

Brand new purchase. Apparently, after talking to Parallels, it really is impossible to upgrade PHP on these boxes. I take it the 3.8.x line of vBulletin runs just fine on anything less than PHP5
