Is upgrading to apache 2.4 ok if I am running 3.8?

Works great in every other browser but IE11. In IE11 the buttons don't show. I tried even with default skin. Any plans on fixing this? Most of my users use IE.

I don't want the tag element to show if there are no tags. Is there a conditional to test against $tag_list? $tag_list > 0 doesn't seem to work. thanks!!
