From Forum List to View Post Annoying Scroll Down

When I click on the post name in the forum using any browser it keeps me scrolled at the post for a second. I would like it to scroll to the bottom but not force it to hold at the bottom for a second....

When I moderate a thread in the thread list, I have the option to feature a topic. What exactly does this do?

That's a real shame, because importing 1,200 articles to WordPress is going to take a long time.
