Guests can't see forum

Hello, I have a forum on my forum that I want everybody to see, so also guests, non registered persons et cetera. I have been trying to figure out how to do that, but when I log out myself, everytime...

Several people who tried to register mailed me that the captcha activation is not visible. How do I restore that?

I've moved my forum to a different server, but people who register get an email with a link that directs to the old forum. So no one can activate their account. How do I solve this?

I finally finally managed to import the database onto a new server. So the forum is there, but the users aren't. Now how is that possible? Isn't that included in the backup?

But in my database all are the users and topics and such. I don't want to loose them. So how do I import them?

Do I need to upgrade my database? I'm not sure I understand, or perhaps I wasn't clear. If I buy 4 and install 4 from scratch, can I than import the datasbase from 3?
