Try moving them to the file system before upgrading, you can them move them back to the database afterwards (of course if you move to filesystem on your dev site before upgrading, you must copy the attachment...

Add the disable hooks code to config.php then see if it will run on php7.0, I had one site recently that worked fine on php7.0 just not 7.1. Needless to say if you disable the mods it should work,...

Is an owned license still active?
