We screen every applicant, then accept or deny them based on whether we think they are a spammer. In either event, they get an email. How do I change the content of the email?

I am trying to give administrator priveleges to one of my moderators, and when I changed her status I got this message:

Sorry, you are not allowed to edit administrator permissions.

I have spent several days humping the vBulletin manual, and I can't figure out how to give moderators permission to approve new registrants. As Administrator, I am the only one of us that can do that....

OK, I got the tags to work and I can embed video in a post on my forum, but how do you make an icon that will appear on the compose window that will generate the tag?
