Problem solved. It turned out that all my threads somehow had sticky set to 1, so all threads were 'sticky' and therefore all threads were being displayed on forumdisplay.php

After upgrading from 2.2.8 to 3.6.2 via upgrade scripts (not ImpEx) the forumdisplay.php shows all threads on one page, regardless of what I set in control panel in threads per page or what I set in forum...
