i cant get into my usercp or anything to do with my vbulletin..this error prevents me from seeing anything.

it appears to be permanent and according to the sticky that means i need to fix the config.php somehow.

Im not sure what to do...They just changed their IP # and re registered new usernames over and over again and continued to flood the forum..say they were going to hack the site etc etc.
