Ok, so vbulletin by default has the ability in ACP to turn on or turn off html on your boards. However, everybody and their mother says, "TURN IT OFF, TURN IT OFF"!!!!

Did you guys backup your db and root first? If so reset everything and start over.

Did you delete the install/install.php file first before running the upgrade? Everything went smoothly...
