I have seen this aswell. try setting the target database in your impexconfig.php file. This solved the problem for me.

I have solved my Encoding Problems. Now VB is running on a utf8 mysql DB and All my PhpBB3 posts have been imported correctly. I will post my findings/taken actions soon for people who have similar problems....
