If this is your first ever site i would suggest starting with a free product like SMF or something similar.
Just to get your feet wet.
Get some experience and then you can simply transfer...

Once you are in vbulletin you can easily mass move members from one group to another.
If you have lots of members in a coppa group... simply create a new group and move all the members to that group....

vB is a good choice for this.
Going with a dedicate intranet system is costly, and vB while not cheap is actually pretty reasonably priced for an intranet.

To be fair here, the CMS is in its current state very very basic.
And not entirely bug free.
I would wait until vB fully fleshes out the CMS feature before upgrading.

Ive seen a paid mod that did that a while ago.
The best i could find off the top of my head was a rap battle mod.
You would have to edit it out to serve your own interests... if thats allowed...

I usually keep myself as a Super Admin, the others can have much of the Admin functionality without being able to kill your site.

There is a field where you entered the URL for your old site, now you just have to edit that out and...
