Host's don't support this feature, because vBulletin is not free software. You will have to upload it onto the server yourself.
Depending on the host, they can help you install it.

It just depends on what you are looking for, and what the hose offers. There are many web hosting providers out there, it is just your choice to pick...

You can try optimizing it, but there are other stuff that makes it big. For instance attachments, etc.....

They are oversellers, but you never get that kind of space. They advertise it, but they don't expect members to use all of it so they promote it. But, they are established which means they have the client...

After reading you post, you should have not gone up to a VPS, seeing how you are only consuming 10 GB a month.

Dam, that is a very big database..
Try deleting some uploaded pictures, etc.. or "pruning" your forums.
You shouldn't be getting slow downs since your only using less...
