No, this can't be done on a user-by-user basis without modifying the code. Try looking over at http://vbulletin.org to see if something like this already exists over there.

If phpMyAdmin doesn't work for you, and you don't have SSH/Telnet, I can't really think of anything else. My suggestion would be to do what you already mentioned and change hosts.
