MOderator can delete Users

Hi.. Im on 3.6.4... I want my moderator to be able to ban and delete the Users(spammers). Can you please give me a step-by-step guide to allow such a permission to my moderator / user?? Thanks a million.....

Lets say Im the ADMIN...

HOw DO I change the default settings...

in my forums. when only a Registered users view any post, the replied post appears abov the Thread instead of appearing below the Thread..

I think Ihave changed some settings I dont remember...

I selected phpbb2 system..... for my Import. Everything goes pretty good, smooth and fast.... without any errors..... Except for the attachments module....
