AFAIK there is no such thing as an anonymous host. Or are you talking about off-shore?

Most hosts will contact you about the CPU issues. Some will try to tell you that your vBulletin forum is "poorly coded" (lol) or some bullcrap like that.
They will offer you to upgrade...
