Permissions for Usergroup to see Forum?

I'm trying to create a simple mod that needs to know if a usergroup has permissions to see a forums.
I played with fetch_permissions() with no luck.

How can I do that?...

and can be placed outside forum root?
I use site.com/index.php (vBa) and site.com/forum

To replace vBa I would like to have /forum/content.php moved to /index.php

Do you know if as a Suite owner we can download Forum product?

but, do we need to install the all suite (cms and blogs) or we are free to install the forum only?
If I'm not planning using the cms or blogs I don't want to have those files around.

I can buy a v5 forum license only, but I wouldn't have script to roll back the database from suite to forum as we have now....
