how do i make a forum like you guys have here with the announcements so that moderators can post in it but no one else can and everyone can view it?

now it actually posts.. but then vbulletin screws up and just displays a bunch of garbage (a ton of goobily gob) on a white background screen

i have it enabled, and it seems to go through, but then it just kind of crapps out and doesn't show
