I am sure this would require fiddling with the code, and would be a question for vBulletin.Org as there is no simple switch to flick to achieve this.

The lisence covers just the forum software.
There are one or two decent free gallery integration plugins available for vBulletin out there, Coppermine can also be intergrated with vBulletin...

Before a member of staff gets to your question, I will say that I don't think it will be impossible to run vBulletin on an offline server, but their may be a problem in terms of the lisence agreement....
