Problem with setting up a copy of the forum under different domain

In a moment of clarity I realized that the tools.php fix I tried using was from 3.8.4 not 3.8.5. I reset the cookie path with that and now I can access the Admin Panel. Thanks for your reply.

I have a vBulletin 3.8 live site that I want to copy to a private environment where I will upgrade to 4.0, change skin, check plugins etc. My problem is that I can't stay logged in on the copied site...

To add to this: what if I just want threads to be moderated? If I set it as you suggested all posts will go through the moderation queue and I just want to add a usergroup that is allowed to create threads...
