Forum Caching Too Well

I figured out the issue. It was a higher up .htaccess causing the problem. A caching Wordpress plugin decided to force the entire site to follow it's rules rather than just the Wordpress installation....

I overwrote the default language. I just did it creating a new language but it's acting just the same.
