It is actually quite possible with standard installation of vBulletin, with usergroup settings. ...

I am not sure of the whole process, but you will have to make an application explaining your logo's unique characteristics I think it's more difficult than expensive. You might want to google for more...

Afaik it is copyrighted as soon as you post it, with or without displaying a copyright note. If you want to go further for more protection, you will have to patent it provided you can assure the patent...

Afaik there is a hack over @ vbulletin.org to set language for first time visitors based on browser settings. Also, another hack to set forum titles according to the chosen language....
