When I turn off mysql and run that last step in SSH I get this error:

myisamchk: error: File 'root' doesn't exist

I tried the yourdomain.com/admin/repair.php?html=1&check=1 line without turning my forum off (because queries won't work as you pointed out) and I got what looks to be the same error:

I have root access to my dedicated server. I cannot get to the admincp at all. If there is another way to turn off my forum other than through the admincp, I do not know it....

I didn't have access to the admincp so I ran a repair in the phpmyadmin and from my WHM.

I still receive the same page:

When you say run the upgrade scripts from 2.3.7 do I need to install anything? What do I do? Do I upload all the 2.3.7 files to my server or what? Do I upload them over the top of my current install?
