i know, but any user say for example to our forums... his country GMT offset is +3 . it must be 04:04 PM + 3 = 7:04 PM...! this is the correct and reasonable explanation!

you set the server GMT offset from the Admin CP to correct it.
then from any user CP users can choose their country offset?...
