Help with Banned users

We've had issues on our board recently with banned users being able to create throwaway accounts and posting when they shouldn't and offending the community.

Banning IP's won't work as...

It had never written anything to the database to begin with.

Had problems getting it to install originally, and determined it to be a problem with the php/mysql modules, so after updating those, it ran without a hitch....

It says its redirecting me, then bounces back to the login page.

Ideas?

PS Username and Password are correct, and its taking them.

I uploaded them via the command line using scp, which I believe would have delivered them in the proper state, would they not?...
