Different access permissions
I have member groups who have different access permissions, I would like for the members who have paid to be the only ones who are allowed a signature in their posts, or the option to have a small image...

More memory is always the best thing to do. Ideally, push your 1.7mhz celeron to 1GB RAM. I doubt the cost is that great in upgrading the memory.

When you say 'can't afford' VO, that means you will have to look for 'cheaper' options and perhaps sacrifice reliability/ performance.
Rackshack and webreseller are two options for you...

Difficult... most ISP's will do as SaintDog mention - allocate a certain amount and then kill off any resource hungry process. Others (such as the Ensim ServerXchange) will allocate a minimum i.e 256RAM...

Yes, I have used that package myself. Very good and it actually worked (MySQL, php etc). Your vB should be ok running on that, perhaps you need to fidle a bit but ok. If you plan to have a busy forum...
