Error when uploading smilies

To start off with, I'm hosting my forum on my own windows server. I have all files copied locally to my server. When I try to upload some new smilies I get the following error:

It's in the root directory of my forum. The forum directory is "vb" so it's it vb/clear.gif

On my forum when you go to post a new thread you get the post editor. Right next to the "Title" block there is a red X for an image that isn't loading. Can anyone tell me what image that is...
