I am curious as how I should handle larger files (60-100MB (maybe larger)). Is my only solution an FTP or is there some way people can upload 60-100MB files...

Well I did a little testing and made a test user that is a super admin and i went in and changed an uneditable user and it acted like it took. But when I logged back into my admin on the supposedly uneditable...

in the config.php if i have a person added to the super admin list, can they edit what another super admin can access in the control panel even if the admin being edited is in the undeletedable section...

I think you are off basis.

example:

People with 5000 posts or more get premoted into a group that allows custom avatars.

People that have less than 5000 posts stay...
