Hmm... My config for php was:
./configure --with-mysql --with-apxs=/usr/sbin/apxs
originally, and everything worked that way.

gd-2.0.33 not running quite right

It sounds to me like a shared hosting account is what you're after. http://www.unitedhosting.co.uk are the ones that I use, I have well over 1,000 users. Recently I sent them an email about server resources....
