IPB to VB conversion overwriting?

Your a paying customer for a new VB4, you have it. I didn't see anywhere that obliged VB to give you a new impex at the same time the VB4, that which you paid for, was to be released.

the short answer is yes, if you want a special purpose page you can create one. I don't know how but I remember there was a developer blog about how to do it.
