u can ask Vb-support Staff to apply this fix for u , vb 4.0 is supported , just go to members.vbulletin.com
and go to the support area where u can post your issue (problem)...

this is a bug ,
u cant see smilies in the smlie blook nor in the drop down menu ,
u can wait for 4.0.1 , or u can apply the quick fix for this issue that freddie has posted...

im having the same problem actully , and this issue has been reported as a bug since rc4

this is supposed to be easy for every one ,
just make a new folder in the forum root directory , give it 777 permissions ,
put the name of that folder in admincp>>options>>xmlsitemap...

u can make your own personal rewrite "rules"
personally , i made my own and they are working fine ,
