Steps to transfer a license

I own 2 VBulletin licenses and wish to transfer one to another party. How would I go about this? Would the new party need a vbulletin account?

Myself and a few others are not able to use smilies in PM's or the forum. They are visible, but not clickable. why is this? it was not like this the other day,.

yep. it's a big huge screw up. i have since reset my admin name and it works fine for me. i just need to fix my moderators now....

did it...still got the issue. my only solution is to delete the usernames effected and have them join again. i tested it out on a dummy username i have and it worked. it's just a hassle....

my forum is down, all of my plugins are off and it's still happening. The plugin that originally causes this issue is not even installed anymore. this is really starting to piss me off!...

Cyb Advanced Stats, Cyb Advanced Rules, Chatbox and an invitation system... i disabled all of them.

ForumSupporter used to be the name of the usergroup i made for the people who donated....

how would i remove it? i have uploaded ALL the files, done the suspect....it's only giving an error for users with an additional usergroup (forum supporter)...their primary being registered users....
