.htaccess files effect all sub-directories so having it only in the root will work just fine.

You could probably do it with custom bb code and create a button for each symbol

Are you sure your admincp directory is actually called admincp because it doesn't seem to exist

You could just set your Bluefox style to default
AdminCP > vBulletin Options > Style & Language Settings > Default Style

Then right under that you will find "Allow...

It is under user banning options, it looks like it is called Global Ignore now.

Make sure the "Unregistered / Not Logged in" usergroup is not a banned usergroup

"This Usergroup is not a 'Banned' Group" should be set to yes
