New forum setup - have a couple questions.

I am building a forum site that is REGION specific... namely 6 regions of the USA that make up the site. On the home page of the site, there is a map with 6 regions, you click on the region you want...

what is the command/process to allow only 1 member to post up in a thread/topic? I want everyone to be able to read the thread, but only 1 member to post in it.
I do not want this single posting...
