vBulletin (2.3.0) not sending confirmation e-mails

Yes, the server has sendmail installed.
I just got word back from the other webmaster and they've identified the problem and are fixing it.

I used the mailtest.php form and it says the e-mail was sent.
The e-mail option is enabled on the board.
I never get the e-mails from that mailtest form.

Did I need to edit php.ini...
