Nevermind, I figured it out. Rookie move on my part

Admin CP -> vBulletin Options -> Style & Language Settings

Default style changed from 'default' to 'custom'

I have a custom style and a default style set up but when ever someone clicks into my site the default style is always showing up. I have the custom style box checked and the default style unchecked....
